GDIT is seeking a Senior COBOL Developer to support the United States Postal Service.
MEANINGFUL WORK AND PERSONAL IMPACT
As a Senior COBOL Developer, the work you’ll do at GDIT will be impactful to the mission of USPS. You will play a crucial role in optimizing the business functions at USPS. We are seeking a Senior COBOL Developer to join our team. This candidate will play a critical role in analyzing, designing, developing, implementing, and supporting code for our government customer, the United States Postal Service.
Key Responsibilities:
- Analyzes user/business software system requirements and determines needs
- Determines the functionality of an application and performs upgrades over time
- Maintains documentation to support software development policies, standards, and procedures
- Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow
- Translates highly technical specifications into clear non-technical requirements
- Develop and document features and user stories with acceptance criteria
- Assists team with preparation of cost estimates
- Implements best practices for scalability, supportability, ease of maintenance, and system performance
- Creates current and future state documentation related to existing interfaces
- Creates Interface Control Documents (ICD) documenting existing and future interfaces
WHAT YOU’LL NEED TO SUCCEED:
Education:
- Bachelor's Degree in Computer Science or related technical discipline, preferred but not required.
- If resources do not have a relevant college degree, an additional 4 years of relevant work experience is required.
Required Technical Skills and Expertise:
- 5+ years of hands-on experience with applications written in COBOL on IBM Z/OS
- Experience with information technologies and systems analysis, analyzing business requirements and developing business requirements
- Proven ability to assess business needs and translate them into relevant solutions
- Proficiency in JCL, VSAM, DB2, IMS and CICS
- Expertise in mainframe migrations projects or modernization initiatives (preferred)
- Familiarity with mainframe communications tools such as CICS and mainframe security protocols, including RACF.
- Must be proficient in JCL COBOL, VSAM and CICS
- Strong knowledge of batch processing and online transaction processing
- Must have experience with IBM utilities, TSO/ISPF, and Abend-AID
- Experience with Control-D, Control-M, File-AID
- Knowledge of best practices in mainframe migration planning, including risk assessment and resource management
- Familiarity with AI/ML tools (CoPilot, WatsonX, ReDux, other) for code analysis, pattern recognition or modernization
- Understanding of AI-driven code refactoring platforms/products and the ability to leverage AI to improve testing, documentation, and process optimization.
- Strong analytical and problem-solving abilities
- Effective verbal and written communication skills, especially for collaborating on mainframe integration with java developers and migration planning
- Ability to work independently and in a team environment with a focus on quality and attention to detail
Preferred skills
- Experience with DevOps practices on mainframes, including tools like Jenkins and Git
- Prior experience with performance tuning on mainframe systems
- Prior experience with ServiceNow with Agile methodologies
- Experience working with Product Owners and creating Features and User Stories
- Experience with VersionOne desired or other Agile management tools
- Working knowledge of a wide variety of programming languages
- Experience with Changeman to create packages and promote code.
- Ability to scan libraries to find instances of key words / phrases to help research issues.
- May lead project teams within assigned unit develop, plan and manage project tasks
- Respond to incidents in ServiceNow
- Create ServiceNow Change requests following USPS processes
- Participate in meetings relating to specific technical projects or tasks
- Ability to develop and maintain IT documentation.
- Independently analyzes and develops innovative resolutions for complex problems, implements solutions independently and as part of a team.
- Develops, plans, and manages project tasks.
- Provides training for less experienced team members, if needed.
- Knowledge/experience of SDLC practices MS Excel
Security Clearance Level:
- Ability to obtain and maintain a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
- This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $111,155 - $150,385. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
